The debris caused by winter storms, snow, and icy winds must be removed to improve the growth of grass. If limbs are left too long they will kill the grass under them and promote the growth of disease and insects. If the trees have lost their leaves those too are debris and can smother the grass. The leaves will need to be picked up as they can also harbor disease, mold and unwelcome pests.
Heavy debris can keep the grass from getting sunlight and water and must be removed as soon as weather permits. Gather the leaves by mowing or raking and use them in a compost pile or as mulch. Neighbors without trees may be glad to take the leaves and grind the limbs into wood chips to use as mulch.
If the lawn is large with an out-of-the-way corner the limbs can be collected to make a wildlife habitat for small animals and birds that nest close to the ground. A small tarp can be thrown over the pile to protect it from the weather in the winter. It may be prudent to build this habitat out of sight of the neighbors since they may share the love for little furry animals and birds. If food is made available, such as bird seed in feeders, there will be a nice wildlife habitat to enjoy.
